Tiny homes, park model RVs, modular homes, and ADUs do not follow one universal approval path. A modular home or ADU may be subject to state modular programs and locally adopted building codes, while a park model RV may follow the applicable ANSI A119.5 pathway. NTA and NOAH are third-party inspection or certification organizations, not building codes. The intended use, destination, foundation, and local authority determine the requirements that ultimately apply.
